Implementation of ArcGIS in development of Hydro-Meteorological Information System

Abstract
Hydrological and metrological data have a wide variety of applications such as water resources, agriculture, energy, and other development activities. Furthermore, these data are the basis of hydrological and meteorological forecasts, which are very necessary for public, mountaineering expedition, civil aviation, and for the mitigation of natural disasters. However, the forecasts require that the data are reliable as well as in ready-to-use form. In such context, a tool that helps to process data efficiently so as to derive the desired information plays the crucial role. For the same purpose His Majesty’s Government of Nepal (HMG/N) took an initiative of developing GIS based hydro-meteorological information system (HIS).

This paper briefs the challenges in developing a GIS based complete solution to all the needs of a hydrological and meteorological department of Nepal. The paper lists the major features of HIS and the significance of those features. This system is developed using ArcGIS suit and is the first implementation of Geodatabase in Nepal. The paper will also discuss the issues in implementing ArcHydro data Model for geodatabase development in context of Nepal which is applicable for many developing and under developed countries.
