Utility Management System for an Engineering College using GIS

1.0 Introduction
The potential for applications of Geographic Information System (GIS) and relevant technologies are almost endless. However GIS is used in various activities such as transportation planning, urban growth management, market analysis, health care planning, facility management, landscape architecture, environmental analysis and management, hazard management and disaster management. Real estate, aviation, insurance and commercial development are all emerging as potentially large, new GIS users in addition to the above said field of application (www.esri.com). Public organization utilities such as water, wastewater, storm-water and power are beginning to use AM/FM/GIS, leads a part their hand as well as to manage their infrastructure in better manner. In today’s competitive world, a successful utility must take maximum advantage of its resources, from people to equipment to information. Utilities are in and they may be restructured intelligently by means of salvaging useful parts of existing systems as well as incorporating new technology to extend their capabilities.

The main aim of this study is to develop an integrated GIS to manage the infrastructure facilities and better potentials even in small area (for an Engineering College). R2V digitizing software (Able Software, 1998) is used to digitize the base map and ArcView GIS software (ArcView, 1994) is also used for analysis.

Anna University is the world largest Technical University and it is located in Tamilnadu. There about 250 Engineering colleges are affiliated with this University. It is very difficult task in managing / coordinating all the institution during the critical period which is to short in having examination and admission. Hence it has been proposed to study a complete GIS for any one of the institutions and see how best that could be implemented, the same may be taken into account and implemented for all colleges. Finally the integration of GIS will help educators for their better planning management.

2.0 Study Area Characteristics
In this study, Shri Angalamman College of Engineering and Technology and taken as a case study, which is located about 20 km from Tiruchirappalli City, Tamilnadu, India the east side of the National Highways 45 leads to Chennai (Madras). It has a total area of 6,27,285 sq.m and a total built up area of 23,037 sq.m. according to the Shri Angalamman College of Engineering and Technology Annual Report (SACET Annual Report, 2002) . Fig. 1 shows the study area map and it's various built-up areas. There are five branches of study being offered by this institution, namely Mechanical Engineering, Electronics and Communication Engineering, Computer Science and Engineering, Electronics and Instrumentation Engineering and Information Technology.

One of the main reason for which this Engineering College has been taken case study, there are two engineering colleges, one Polytechnic college, one Hotel management and catering institute and an Industrial Training Institute are situated within the radius of 5 km. Though this place has purely of rural culture and environment for this part, but now its characteristics are changed to urban nature. This encourages in opening of the supporting structures such as new shops, hotels and transportation facility in this area to the large scale. Shri Angalamman College of Engineering and Technology operates 10 buses and 1 van for transportation of faculties and students from various corners of the city, in addition the public bus facilities/services are also available to meet out the transport requirement. The boys hostel is located within in the campus but the girls hostel is located outside of the institution about 20 km which has not taken consideration for this study.
