Military Survey Department (MSD) as the largest federal geospatial data provider in UAE - according to last production inventory list dated in May 2008- has more than 6000 geospatial resources that contain different type of maps series, geodatabases, satellite imagery, aerial photographs, geodetic control data, symbol libraries …etc; Moreover, the variation of MSD products in the aspects of spatial coverage, format, accuracy, data structure, source, compilation methods and specifications; made necessary for MSD to establish an efficient web-based discovery tool or a metadata service to assist its projects’ planners as well as its clients to have a better conform assessment for the available resources it has to their applications needs.

Meanwhile, The MSD participation in the establishment and development of Abu Dhabi Spatial Data Infrastructure (ADSDI) as a key stack holder emphasizes on the need of developing interoperable, scalable and reliable service’s components so as to share it with other participating agencies in the ADSDI. This paper generally represents the MSD approach for metadata/metadata service creation, highlights process tracks and each track deliverables with close focus on two of the system components (Metadata Template - Metadata Editor) and their function in metadata quality assurance.
