In China, It is one of the most important function that the government to supervise and manage the process and result of economic construction, to detect and monitor the natural resources, ecology and environment on behalf of the people. For Example, The function of land resources department or bureau is to detect, monitor and evaluate the status of land resources, to make landuse planning, to forecast the landuse of the future. in the meantime, they protect the agrarian land, mineral land and the environment. The function of city construction and urban planning department is to make city macro-planning, detect urban landuse status and change. The function of environment department is to detect and monitor water, air and solid pollution. The function of ocean and aquaculture department is to investigate the coastal resources, monitor the ecological environment. The function of water resources department is to choose project location of reservoir and dam, to supervise the progress to construction project, to manage a watershed and make water use planning. The function of traffic department is to make road planning, to chose road route and simulate the traffic flow. The function of telecom department is to lay out the signal stations and to optimize the communication net. The function of electric department is to make planning of electric route, to lay out the pole, deliver and transfer tower. Civil administration and insurance company need spatial data to evaluate the status of emergency and natural disaster, then to deal with compensation. Moreover, the agriculture, forestry, pasture, fishery industry need high accuracy spatial data to manage the production. The up-to-date spatial data that all the government agencies demand can be extracted from the high resolution remote sensing imagery. That is to say, government agencies need a practical supervision and management system based on up-to-date imagery. During the past 15 years, the advancement of remote sensing technology consists of the great improvement of spatial resolution and the effective information extraction method. The first commercial high resolution satellite IKONOS was successfully launched in September 1999, that initiated a new era of remote sensing application. IKONOS satellite has a sun-synchronous orbit with an inclination of 98.1 degree at a height of 680 km. On board sensors measure attitude and ephemeris for medium-scale mapping without GCP as well as large-scale mapping with GCP. The panchromatic sensor with 82-centimeter resolution and an 11.3-kilometer wide swath at nadir provides high resolution, intelligence-quality imagery. The multispectral sensor, simultaneously collecting blue, green, red, and NIR bands with 3.28-meter resolution at nadir, provides natural-color imagery for visual interpretation and color infrared imagery for remote sensing applications. Combining the multispectral imagery with the high resolution panchromatic results in 1-meter color images. These radiometric and geometric characteristics of IKONOS satellite determine the indefinite application of IKONOS imagery in surveying, mapping and remote sensing. The widely application of remote sensing imagery results in two problems: one is the management of great capacity of spatial data, the other is auto-extraction of information. The great improvement of spatial, temporal, radiometric and spectral resolution of the remote sensing imagery results in management of great capacity of spatial data. For example, the data quantity of a scene of Landsat TM is about 300 MB. A standard scene of IKONOS data(100 km2) is 250M. Many government agency face a strange phenomena, that is on one hand there are all kinds of data cumulate like mountain, on the other hand, there are limited information transfer from the data because of the richness of texture in the high resolution imagery.
